Bryan Moe, DirectorBryan Moe

Bryan Moe's exceptional track record of business development and improvement is based on his twenty-five years of business experience, advanced business degree and philosophy of total enterprise engagement in an environment of perpetual change.

As an accomplished strategist and marketer, his vision for increased entrepreneurship has helped over 1200 distinct clients in Tulare and Kings Counties with start-ups and existing businesses to increase growth and profitability. Through community outreach, he has developed working relationships with numerous business and community based organizations throughout the region to assist the diverse population represented in both counties. Bryan is skilled in program management, grant management, GAAP accounting, managerial accounting, cost accounting, marketing, finance, international business, organizational behavior, organizational management, market research, qualitative and quantitative analyses, entrepreneurship, business plan development, strategic planning, business financial planning and forecasting, business valuation modeling, discounted cash flow analysis (DCF), risk and return analysis, human resource management, multi-organization partnership development and pro-forma income statements and statements of cash flow construction and analysis.

Bryan received his Bachelor of Science and his MBA from the Craig School of Business at CSU Fresno; an AACSB accredited Collegiate School of Business, and is employed by the Fresno State Foundation to serve as the Central California Small Business Development Center Manager for Tulare and Kings Counties. His achievements have been featured in numerous Tulare-Kings County business publications, as well as other business media. He has also served on the UC Merced Small Business Development Center Regional Network Accreditation Team, is a member of the Tulare County Economic Development Corporation's Business Response Team, has been a facilitator and judge for the CSU Fresno Institute for Family Business and served as a trainer for NAS Lemoore's Business Workshop for transitional mid-level and senior level personnel leaving the military, just to name a few. Bryan is currently a member of numerous organizations devoted to entrepreneurship and microenterprise development and has been a guest speaker, teacher and facilitator at numerous community organizations and events.

Gil Jaramillo, Visalia Satellite Manager

Gil was born and raised in Visalia, California. Gil then moved to Los Angeles and joined Bank of America where he worked his way up the ranks and attained the position of Vice President and Manager. After thirty years with Bank of America, Gil moved back to Visalia and retired. Gil soon started a small business, Data Image Technologies, a company involved in recycling toner cartridges. After being in business for a year, he went on to accept the position of Executive Director of the Tulare Kings Hispanic Chamber of Commerce where he worked for eight and a half years.

During that time he developed numerous contacts and relationships within the business communities of Tulare and Kings Counties. He currently serves on the Board of Directors for the Finance and Thrift Corporation, he chairs the City of Visalia Measure R Tax Citizens Oversight Committee, he is an alternate on the Tulare County Association of Governments Board and is a mentor for the Sequoia Regional Leadership Program. His wife Edith is a Vice President with Bank of America.

 

 Joi Eubanks, Program Manager

Joi was raised in Memphis, Tennessee and moved to Fresno to be close to her family in Lemoore, California in 2001. She is currently finishing her Bachelor’s Degree at Fresno State University.  Joi has 10 years of customer service experience and project management, working for corporations such as Kenwood, KLH and D-Link and has been with the Central California SBDC since 2003.  Currently Joi manages several grants for the Central California SBDC and is the key contact person for SBA and UC Merced regarding the SBDC program.  Joi has been instrumental in obtaining funding for the Central California SBDC based on her community involvement, commitment and high standards.  In addition, she is a member of the current Leadership Fresno’s 25th year class, a program designed to develop a diverse network of dynamic business and community leaders who, individually and collectively, are catalysts for advancing long-term views and actions on issues critical to the quality of life in the Greater Fresno Area. Joi is currently a member of numerous organizations devoted to entrepreneurship and microenterprise development and has been a guest speaker, teacher and facilitator at numerous community organizations and events.

Consulting Staff

Charlett Nilan, Consultant

Charlett Nilan is a former bank Vice President with more than 30 years experience in commercial credit analysis and credit related issues. She is skilled in identifying and analyzing financial problem situations. Charlett provides assistance in developing business plans, preparing financial projections, providing credit counseling, and preparing clients to present their loan packages to lenders. Ms. Nilan worked for the SBA as a member of their Disaster lending team and currently serves as a member of the Valley Small Business Development Corporation lending committee. Outside Consultants In addition to its staff, the CCSBDC has outside consultants available to address the specialized needs of its clients.

 

 

 Pete Estrada, Consultant

Pete Estrada Jr. is the founder President and CEO of Specialized Printing & Promotions, Inc. His company trade marked slogan is “We Print on Everything except Air and Water” and we’re working on that!”  Pete Estrada Jr. was born and raised in Fresno. His grandparents were immigrants from Mexico. He served four years in the United States Marine Corp. He received an honorable discharge as a Sergeant.  Specialized Printing & Promotions Inc. is a Star Supplier MBOD 2005, we have been featured in the January 2004 Print Solutions Magazine a National Print Industry publication. Along with national and local recognition Specialized Printing & Promotions is certified as a Minority Business, Service Connected Disabled Business Enterprise, and also certified with the Public Utilities Commission. Projects that we are currently involved with is “Don’t Trash California” marketing campaign, and the California Veterans Home and Farm Purchase mailing campaign, just to name a few.

Pete Estrada is a community leader involved in service organizations that reach out to the community.  Vice Chair – Central Valley MBEIC, Leadership Fresno Class 22 – Class Historian, Circle of Advisors – Central California Hispanic Chamber of Commerce, Ronald McDonald House of Charities – Central Valley, volunteer, G.I. Tim Torian, Consultant

Tim Torian is an outside consultant, serving SBDC clients in the area of computer and network technology. He specializes in assisting to identify areas where business processes can be improved through technology. He has taught computer networking at the College of Sequoias and Cal Poly Extension. He has a BS in Computer Science, and has been consulting on computer networking for the past 30 Years. His industry certifications include: Cisco CCNA and CCNI, Microsoft MCSE. He was recognized as Entrepreneur of the year for 2008 by the Tulare County EDC. He was instrumental in the creation of this website. He is president of Torian Group, Inc. which provides technology consulting and network support to local business.

 

 

Rich Mostert, Business Development and Training Director

Rich Mostert has been an active participant in the community development, economic development, non-profit and fund raising arenas for over twenty five years. He started his career with a large non-profit trade association headquartered in San Francisco ultimately serving as Vice President in charge of all administrative and member-related functions for over 16,000 members representing approximately 12,000 businesses throughout the world.

After relocating to the Central Valley in 1986, he began working for a countywide economic development agency. The focus of his efforts revolved around the creation, implementation and management of a Small Business Assistance Center. During this period, he assisted in the facilitation of over 75 small business start-ups, $2.9 million in small business financing packages, $4.3 million in government contract awards, and the location of fourteen industries resulting in 2,200 new jobs and over one million square feet of new construction. Subsequent employment has been in the non-profit arena where Rich has served as Director of Chapter Development for a youth-orientated organization, Executive Director for a health-related organization and Business and Fund Development Director for a business incubator. Rich’s most recent employer was Valley Small Business Development Corporation, where he was a commercial loan officer working with small start-up and expanding businesses as well as commercial lenders throughout the Central Valley.

In addition to traditional employment, Rich also owns and operates Mostert Business Services (MBS), a consulting firm providing business development, fund development, grant and proposal writing and general business services. MBS' client roster ranges from small start-up businesses to local economic development agencies, business services providers, institutes of higher education and government entities. Since 1993 MBS has helped to generate over $42 million in grant funding; developed over two hundred personnel, policy, operations and related manuals; assisted in sixty-three business start-up ventures; and provided various business assistance, counseling and support services to over five hundred businesses/individuals. In addition to these activities, Rich has been an instructor, teaching courses in business planning, management, financing, fund raising and grant writing.

Rich has a B.A. in Management and Organizational Development from Fresno Pacific University and an Executive MBA from CSU Fresno.
